Countries should ensure:

no unreasonable or unduly restrictive conditions are placed
on the execution of a request
•
CAs have adequate financial and technical resources and
human resources that are appropriately skilled and held to
high professional standards
•
if dual criminality is required, it is satisfied once the conduct
of the underlying offence is criminalised, regardless of how
the offence is denominated by each country
