Countries should:

Render assistance notwithstanding the absence of dual
criminality
•
Ensure that all powers and investigative techniques relating to:
the production, search and seizure of information, documents or
evidence, and
the taking of witness statements
are available to respond to MLA requests and direct requests
from foreign judicial or LEAs to domestic counterparts where
relevant
